Media justice, as a fundamental pillar of democracy and citizenship rights, entails fair, balanced, and impartial access for all social groups to information and communication resources. This study examines media justice policy‑making in the Islamic Republic of Iran by assessing the extent to which upstream policy documents align with key components of media justice. Adopting an applied and exploratory approach, the study employs a documentary research method, and the collected data are analyzed using thematic analysis.
The study’s conceptual framework is structured around three core dimensions: regulatory justice, representational justice, and access justice. The findings reveal that Iran’s policy approach to media justice follows an infrastructure‑oriented model with a cultural‑security orientation. At the regulatory level, policy documents emphasize structural independence and the safeguarding of national sovereignty in cyberspace. At the representational level, policies adopt a value‑based and cohesion‑oriented approach that underscores the rejection of ethnic and racial discrimination; however, in practice, these policies encounter challenges related to stereotypical representations. Regarding access justice, while the development of technical infrastructure has been largely realized, the digital divide persists at the level of skills and citizen empowerment. Overall, the findings indicate that achieving sustainable media justice requires a substantive shift from a one‑way, infrastructure‑driven distribution model toward interactive participation and citizen empowerment, enabling individuals to function as informed and active media actors.
