Presuming that these principles are disregarded and in order to discover the challenges of this area and settle them, this study, by using analytical-descriptive methods as well as documentary and library research methods, has come to the conclusion that since the legal nature of the General Policies of the Islamic System has not been clarified and the legal position of Supreme Council of Cultural Revolution is still dubious, policymaking by these two is in conflict with the principle of rule of law while other policymaking entities are in conformity with the law of rule principle to a large extent. By taking democracy criterion as a benchmark, the enactments by entities such as Supreme Council of Cultural Revolution, The Expediency Discernment Council and the two above-mentioned ministries are also suspicious and must be deliberated. Therefore, satisfying the disputed public law principles has been generally a missing link of cultural policymaking and due to the dominance of managing, controlling, administrative-cultural policing and engineering, these principles have gradually become faded in cultural policymaking. This is an issue that its solution must be found in increasingly publicizing these entities by direct interference of individuals and NGOs, clarification and adapting a voting system for electing the members of the entities and ultimately, restricting the power of making cultural policies only to ministry of culture while considering the demands of Supreme Leader and parliamentary statutes.

In the age of communication, the digital divide has had different consequences in the field of culture, and the decline in women's fertility in the last two decades, which has led to the concern of responsible officials and managers, has also been affected by the cultural factors caused by the digital divide and other factors affecting fertility. In response to the question of how much the digital divide has impacted on the fertility of women living in Tehran, 600 of them were selected and surveyed in a systematic random sampling based on Lin's table. The findings of the study show a significant relationship between the digital divide and fertility and that some of the social components (ethnic origin, education and employment status of women) are related to female fertility. Finally, testing the research model using structural equations shows that social gap, digital divide and foreign language proficiency can account for 51% of the dependent variable, namely fertility behavior of married women residing in Tehran in 2018.

Ideological traditionalism emerged during revolution aftermath era and from intellectual conflicts of 1970s on the modernism, conceptualization of development paradigm and fulfillment of the local theories. Mehdi Nasiri has played an active role as the proxy of this mainstream. Therefore, the fundamentals of ideological traditionalist discourse can be captured studying his viewpoints. This research aimed at studying Nasiri’s attitudes, as the proxy of ideological traditionalism, towards the modern development paradigm and its consequences for development plans and cultural policy. Thus, this research was performed through Case Study method tries answering this question: what is the most important ideological traditionalism basics related to the modern development and what consequences will be resulted from this approach for the development plan and cultural policy? The approach of ideological traditionalists has been represented based on the generally negating the modern development,Rejection of newly emergent, epistemic controversy with development, citing restrain and defending traditional and Islamic values. In this course, neither the western style development nor the Islamic style development has followers because as the traditional views of this mainstream proxy imply the nature of development is western which is in contradictory with Islamic logic. These viewpoints invoke the passive position where a future must be expected reconstruction of which is based on the returning to the tradition. Regardless of emphasizing the positive values, this discourse has not provided an alternative view for the development paradigm and lacks positive fundamentals to use practically to cope with the current problems in the cultural policy.

Kant has discussed the subject of culture for the highest good of the human being which expresses man's desirable perfection in the midst of virtue and happiness which is its ultimate goal of him. He previously presented an abstract and ideal concept of the highest good in the second critique that it was based on God's help. In the third critique, he uses the concept of culture to show the concrete aspect of the highest good which two components of it are discipline and skill. these two are the virtue and the happiness respectivly. The concept is based on human automomous struggle and activity and it will be realized as a social aim through the human subject. According to Kant, the greatest emergence of culture is reasonable freedom. Reasonable freedom involves inner freedom which observes morality and exterior freedom which observs social happiness. Growth and development of reasonable freedom in the human race and throughout history and over generations will lead stubbornness of reason over the world and domination of the culture of freedom.

Correlations of relationships between variables show that all agent variables have a direct and meaningful relationship with business habitus and they increas with the increases of the rate of business habitus. In step-by-step regression analysis, it is also determined that about 0.5 of dependent variable changes is explained by agent variables that the share of social support variable is more than other variables. The result of the research shows that the habitus of actors has played a fundamental role in the knowledge based business culture and actors should have regular planning and purposeful and mutual interaction to increase their business's ability in order to establish a relationship and attract and receive various resources from different sectors.

Considering the new concept of emotioncy (emotion+frequency), the present study intends to examine the lingua-cultural concept of [nāz] in Persian language using Hymes’(1967) SPEAKING model. The outcomes of this study revealed that the concept of [nāz] has been mostly prevalent inthe collective culture of Iran, and the expressions related to [nāz] are even more widely used in comparison to the past. The high frequency and variety of this lingua-cultural concept is due to fact that Iranians have mostly positive and mixed emotions toward this concept, and as a result, their level of emotioncy toward [nāz] is higher (Inner-emo and Arch-emo).Overall, the results suggest that this lingua-cultural element is more commonly used in informal situations with participants of equal or unequal power relationships. It was also concluded that the main aim behind the use of this lingua-cultural item is to use it as a politeness strategy. Considering the oral mode of language, the tones that are accompanied with [nāz] are usually begging, admiring, offensive, and sardonic.

There are many disagreements among elites about development pattern modeling in Islamic republic of Iran. One of these disagreements is basis of development pattern modeling of communication system and cyberspace in general and disagreements such as modeling principles of domestic social networks in particular. This research deals with the question that whether or not the cyberspace, internet, social media and social networks can be policymaking, manage and planning development on basis of culture and identity of each country. If so, what set of principles should govern the process. The mainstream materialistic approaches of Iranian researchers consider culture to be a dependent variable against independent variables such as technology. So look for type and depths of cyberspace, media and social networks effects on our culture and identity. Unlike that approach, we used Q method to investigate the mindset of experts, managers, policymakers and active users of the cyberspace regarding the role that culture and identity might play in the formation of domestic social networks. Analyzing the questionnaires returned by influential activists of the cyberspace, we found five primary mindsets regarding the aforementioned issue, dimensions of which are briefly elaborated. Finally, based on our understanding of the investigated mindsets and their interrelationships, a few operational suggestions are recommended to policymakers in this field.

This study sought to explore the effect of soft war on university students’ cultural identity. To this end, the participants of the study were 335 undergraduate university students of Behbahan. A questionnaire (author and year) was used to collect the data in the current investigation. Descriptive and inferential statistics (i.e. t-tests) were used to analyze the data. Findings showed that the majority of students’ identities (i.e. cultural, religious, and national) who were under the influence of soft war, were greatly affected by this position. Moreover, they adhered strictly to the enemy’s cultural propaganda comparing to those students who were less exposed to soft war. However, the results indicated that in the present condition, students are still committed to Iranian-Islamic cultural identity. .

As far as the international issues are concerned, human rights are often considered from a political perspective and its reflections. Meanwhile, the cornerstone of contemporary human rights has been formed based on the elimination of inequalities and major social-economic sufferings that were turned to an international persistent problem after Two World Wars and subsequent conflicts and crises. Therefore, within the framework of the critical school theory which benefits from the two important features (i.e. explanation of the ineffectiveness of "status quo" with the aim of achieving "optimal status" and its dedication to inter-mental categories such as culture, norms and common sense), this important part of the human rights is explored and evaluated in terms of the cultural issues. At the end, a number of guidelines for the design of new international structures containing a new discourse and also new concepts to promote human rights are presented. Two of these guidelines are legal consensus building with an emphasis on ethics of responsibility, as well as the formation of the union of support NGOs.

As a process of relatively deep transformation in a wide scope, globalization has changed, and in most cases, weaken almost all the structures of human life, especially national cultures that are the foundation of identity and civilization of nations. This paper explains the concept of cultural symbiosis among multicultural-ethnic societies and seeks answers to this question: given the inevitable process of globalization, how different cultures can come together to survive in a society where there are different cultures and ethnic groups? The methodology of this paper is documentary and it has been tried to rethink the concept of cultural integration relying on written sources and analytical approaches in the field of culture. For the analysis of this issue, the consolidated view of the theories of classical, contemporary and postmodern sociologists has been studied. In this context, the views of scholars such as Harvey, Fiderston and Fukuyama were analyzed as well. The results suggest that in the process of cultural integration in multicultural societies, the social and cultural changes are the natural phenomena in the communities. But if those changes are consistent with the national identity and preservation of ethnic cultures (and move in this direction), not only can help the cultural dynamics, but also can be a factor in enhancing the integration and national cohesion in multicultural societies.

This article will examine how life style and ideology are represented in Interchange ESL books in the Iranian institutions for English language. The article seeks a possible answer to two following questions: 1- how Interchange ESL books, treated here as symbolic forms of ideology as Thompson puts it, transmit their ideological training codes? And 2- how these books depict particularly American types of ideology and life style to look as natural and publicly-admitted life style? In order to answer these questions we will first perform a study on all four yellow, red, blue and green versions of Interchange books to find out how the dimensions of life style are represented. Then we will search for discoveries on patterns of representing a particularly American type of life style in Interchange books. We claim these patterns are used in Interchange books as a strategic agenda through which the American ideologies are transmitted to the ESL learners. Our argument will also cover the question of how the audience will interact with such texts. Methodologically, we will rely on the data collected from four focus group discussions. Then we will analyze reactions of the ESL learners to the content of these books. Some of the findings indicate that although these books depict the American ideology, life style and culture, the Iranian ESL learners necessarily do not give in to the instructions. Rather, they chose whether or not they would like to follow the American cultural codes and norms introduced by the books. In some instances the learners invent a cultural bricolage and appeal to it.
