The Central Role of the Mosque in Local Governance: Examining the Collaboration between Urban Management and Mosques in Tehran

Abstract
Introduction: As a fundamental cultural and social institution, the mosque plays a pivotal role in the social fabric and governance of local communities, especially in Islamic societies. Enhancing cooperation between urban management and mosques significantly improves the implementation of cultural and social programs at the neighborhood level. Such cooperation fosters increased public participation, strengthens social capital, and ultimately contributes to citizens’ better quality of life by addressing local challenges more effectively. Prioritizing mosques in neighborhood development projects ensures not only the maintenance of religious and cultural heritage but also the provision of community-centric services. In this context, Tehran, as a metropolis with a rich network of mosques, presents a unique case for examining the dynamics of mosque-urban management collaboration.
Methods: This study employs a descriptive-analytical research method to identify the challenges of collaboration between urban management and mosques and to propose evidence-based policy recommendations. Data collection involved reviewing existing literature, analyzing case studies of mosque-management cooperation, and conducting expert interviews to validate the proposed strategies. The focus is on exploring both the structural and functional aspects of cooperation, aiming to develop practical frameworks that enhance the mosque’s role in local governance.
Results: The findings reveal that mosques, due to their strategic social and cultural positioning, hold substantial potential for synergistic collaboration with urban management. By leveraging this potential, urban authorities can enhance cultural, social, and even crisis management efforts in various public and high-traffic areas, such as metro stations. One of the most critical recommendations is the institutionalization of this collaboration through clear policy frameworks, joint task forces, and cooperative agreements between municipal authorities and mosque leaders. Addressing the infrastructural needs of mosques emerges as a priority, including financial support for renovation, upgrading of facilities, and the integration of modern amenities to better serve the community. Recommendations also include establishing multi-functional centers adjacent to mosques, such as cultural and artistic hubs, sports facilities, microfinance institutions, and counseling centers. Such initiatives not only increase the mosque’s functionality but also foster greater public engagement.
Discussion: Institutional improvements, including drafting comprehensive cooperation guidelines between cultural and social municipal departments and mosques, are vital. The establishment of a dedicated “Mosque Architecture and Urban Development Committee” within urban management frameworks can ensure that mosque-related urban planning aligns with broader city development goals. Furthermore, transforming the existing “Mosque Trustees” structure into a more dynamic “Neighborhood Transformation Council” can strengthen community governance and provide a platform for continuous dialogue between mosque leaders and urban managers. Another critical aspect is the monitoring and evaluation of collaborative projects. Developing clear metrics and evaluation procedures will ensure that initiatives are effective and resources are optimally utilized. Collaborative meetings between mosque leaders and urban management representatives can facilitate the sharing of best practices and ensure alignment on community needs.
Conclusion: This study underscores the central role of mosques in fostering local governance and community well-being. By prioritizing collaboration, urban management can leverage mosque capacities for cultural promotion, social support, and crisis response. Integrating mosque functions into urban policies not only preserves the cultural heritage but also strengthens community resilience and participation. The proposed policy recommendations serve as a strategic roadmap for enhancing mosque-urban management cooperation, ultimately contributing to more inclusive and participatory local governance in Tehran.
