In “Iran” newspaper, the role of officials and policy makers in creating the crisis and their responsibility in solving it is invisible. Furthermore, some of the “Iran” newspaper texts indirectly serve to vindicate government’s failure in solving the water crisis and reduce the expectations from the government. In “Iran” newspaper, people are blamed for not participating in solving the problem. In this way, the structures that prevent people's participation are become invisible and people's participation is reduced to saving. “Iran” newspaper portrays the society as a savior and discourages them from changing government policies. Based on the results, the effect of political powers on the formation of the water problem discourse in these newspapers is evident. Furthermore, water issue has become an excuse to make the opposition party appear ineffective, reduce expectations from the 11th and 12th governments, and eliminate responsibility from the governments and parliamentarians.}, keywords = {critical discourse analysis,Power Relations,Iran's water problem,Iran Newspaper,Shargh Newspaper}, title_fa = {روابط قدرت دخیل در صورت‎بندی گفتمانی مسئلۀ آب ایران در روزنامه های شرق و ایران}, abstract_fa = {مقالۀ پیش‌‎رو به دنبال شناخت روابط قدرت دخیل در صورت‎بندی گفتمانی مسئلۀ آب ایران در روزنامه‎های شرق و ایران است. به این منظور، با استفاده از روش تحلیل گفتمان انتقادی و با کاربرد الگوی فرکلاف و ون‎دایک، 14 نمونۀ معرف از این روزنامه‎ها در بازۀ زمانی 12/5/1392 تا 29/12/1398 بررسی شده‎اند. طبق یافته‎ها، برخی از متون روزنامۀ شرق با هدف زمینه‎سازی برای اجرای برنامه‎ها و سیاست‎گذاری‎های دولت‌های یازدهم و دوازدهم منتشر شده‎ است. در روزنامۀ ایران نیز نقش مسئولان و سیاست‎گذاران در ایجاد بحران و مسئولیت آنان در حل آن کم‎اهمیت قلمداد می‎شود. برخی از متون این روزنامه غیرمستقیم در خدمت توجیه علت ناموفق‌بودن دولت‌های یازدهم و دوازدهم در حل بحران آب و کاهش مطالبات مردم از دولت است. در روزنامۀ ایران، مردم به‌علت مشارکت‌نکردن در حل بحران سرزنش می‎شوند. به این ترتیب، ساختارهایی که مانع از مشارکت مردم در مسائل می‎شوند رؤیت‎ناپذیر می‎شوند و مشارکت مردم به صرفه‎جویی تقلیل می‎یابد. این روزنامه جامعه را ناجی آب جلوه می‎دهد و آنان را از تغییر سیاست‎گذاری‎های دولتی دلسرد می‎کند. بر اساس نتایج، اثر قدرت‎های سیاسی و اقتصادی بر صورت‎بندی گفتمان مسئلۀ آب در این روزنامه‎ها مشهود است. رسانه‎های موردبررسی، به‌جای اینکه نمایندۀ مردم باشند، به سخنگوی دولت‎ تبدیل شده‎اند. پرداختن به مسئلۀ آب به بهانه‎ای برای ناکارآمد جلوه‌دادن جناح مخالف، کاهش انتظارات از دولت‌های یازدهم و دوازدهم و رفع مسئولیت از قوۀ مجریه و نمایندگان مجلس تبدیل شده است.}, keywords_fa = {تحلیل گفتمان انتقادی,روابط قدرت,مسئلۀ آب ایران,روزنامۀ ایران,روزنامۀ شرق}, url = {https://www.jccs.ir/article_140444.html}, eprint = {https://www.jccs.ir/article_140444_ebd8a77b8ae76dadc7f3fee5ff2a5c05.pdf} }
